The Subsurface as a Building Block for the Future-Proof City

The approach to urban transformation tasks is undergoing a major overhaul. After all, there is insufficient space to accommodate today’s major challenges – in the areas of climate, energy, circular economy, mobility and housing. It is high time we learned to look at our cities through three-dimensional glasses and to view the public space and buildings in relation to the subsurface. By tackling tasks from the cross-section (instead of the plan view), new and surprising solutions are brought to the table, which not only lead to an improvement of the living environment but also encourage multifunctional use of space.

Urban design, architecture, and landscape architecture student teams within the City of the Future Lab, and multidisciplinary design teams from practice have set to work in Amsterdam, Leuven, Maastricht, Mechelen, Ostend and Rotterdam. Together with academic and municipal experts, they have developed design propositions and exemplary solutions for city making in times of major transitions, and they have reflected on the importance of the subsurface and designing from the cross-section.

This design research resulted in a publication in Dutch. ‘Ontwerpen vanuit de Doorsnede’is the result of a collaboration between TU Delft, the COB Platform of Subsurface Construction, the Environmental Department of the Flemish Government, and the Delta Metropolis Association.

Rosalie Moesker, an urban designer in training in our team, makes the cross-over to health. As the campus of Erasmus Medical Centre densifies, not only accessibility is at stake, more so, the human experience while traveling. In the city of the future, the medical centre needs new mobility concepts. When we design for these, we can relieve users of worries by reducing urban stress at their arrival, and rethinking public space as a healing environment during stay.

City x Space: Cross-Section Thinking

How can the integral and multifunctional use of public space, subsurface, and buildings -within a densified urban environment – create space and value that contribute to an attractive and future-proof living environment?

“This seminal question generates various answers depending on the specific context and location of asking. International interdisciplinary students from Delft University of Technology have outlined various design solutions. Manifest in all cases are the spatial bottlenecks on the level of public space. Connecting the intervention areas with the surrounding socio-spatial networks, therefore, forms the basis of all solutions. In addition, in the densification challenges we see the attention for the multi-layered space: on the one hand, a train or metro station, for example, generates flows of people at several levels; on the other hand, building in higher densities and/or living and working in collectives, generates new shared spaces.” As Maurice Harteveld explains in the exhibition; “The hybridization of the urban and architectural program also requires a cross-section thinking. This can be seen in future-proofing both large-scale sports or industrial areas, as well as small-scale residential houses in neighborhoods where work is shifting to local entrepreneurs and home workers. Finally, the subsurface plays an important role in greening the living environment and in water storage.”

Designs for Boston and Amsterdam

Propositions under Continuously Changing Urban Conditions

Massive urbanisation puts pressure on public space and demands new programmes along with alternative gathering places such as public interior spaces and a variety of forms of collective spaces. Moreover, in the rapidly changing city, infrastructure and mobility remain of vital importance. A co-evolving diversity of programme cannot be planned, but interventions in the city need constantly to be grounded on sharp design approaches to respond adequately to the necessities of the time: While being environmentally sustainable, given the available resources.

In general, infrastructure, mobility, and public life manifest themselves in various forms as carriers of such urban development. Design experiments, as put forward in our new book, show how to work with continuously changing urban conditions, with mobility transforming cities whilst with public spaces taking various forms, with programmes which hybridise, and with new technologies to keep up with the urban dynamics. Given these themes, designs should carry awareness of the inclusiveness and accessibility of various systems and places, facilities, and technologies. Spatially this means questioning how to keep the city open and connected, attractive, and liveable?

Democratic, Inclusive, Agential Cities


This article highlights the dynamics of values in our reasoning on public space. By means of an epistemological study, illustrated by examples in the Dutch city of Amsterdam, it tests the contemporary premises underlying our ways to safeguard the inclusive, democratic, agential city, and, as such, it aims to update our view on public space. The article raises three subsequent main questions: [i] Is the city our common house as perceived from the Renaissance onward, containing all, and consequently are public spaces used by the people as a whole? [ii] Is the city formalising our municipal autonomy as emphasised since the Enlightenment, in an anti-egoistic manner, and in this line, are public spaces owned by local governments representing the people? And, [iii] is the city open to our general view as advocated in Modern reasoning, restricting entrepreneurial influences, and synchronically, is its public spaces seen and/or known by everyone? – Inclusiveness, democracy, and agentiality are strongholds in our scientific thinking on public space and each issue echoes through in an aim to keep cities connected and accessible, fair and vital, and open and social. Yet, conflicts appear between generally-accepted definitions and what we see in the city. Primarily based upon confronting philosophy with the Amsterdam case for this matter, the answering of questions generates remarks on this aim. Contemporary Western illuminations on pro-active citizens, participatory societies, and effects of among others global travel, migration, social media and micro-blogging forecast a more differentiated image of public space and surmise to enforce diversification in our value framework in urban theory and praxis.

Smart Urban Mobility

Why is smart mobility essential in urban development?

Like many metropolitan areas, the Amsterdam metropolis is prospering, the city is growing, new homes are being built, new companies and talent continue to relocate here, and the city is becoming increasingly popular with tourists. If residents, visitors, commuters, and others continue to travel as they do today, all forms of transport combined will grow in the coming years between 20% and 40%, and traffic will grind to a halt.

Good accessibility – with smart connections within the city and with the rest of the country and world – makes an important contribution to Amsterdam’s attractiveness for all travelers. Moreover, particularly in Amsterdam, social diversity and inclusivity are valued, which means providing everyone with equal access to good liveability and transport.

Mobility operates as the intersection between the city’s infrastructure and its city’s inhabitants. It is the central link in the well-functioning of a city and a key element in the organization of multimodal transport. In doing so, it is not only about the connection to other areas, but also about sowing together the fabric of the area and the movement of people in the area itself.

Places for Change and Innovation

A train station has always been a space for many and it is about time to be approached and designed as such. The urgency is there. Stations have become an intermodal hub with a large crowd being present. From a human perspective, it makes sense: Stations are part of the larger network of public spaces, indoors – outdoors, and interlink other hybrid places and buildings. The more people flock to the city, the more move and stay at stations and/or elsewhere close-by. The role of stations in the network strengthens. More and different people are present. As such, from the observation that the whole is more than the sum of fixed demarcated elements, ever-changing human hubs are perfect settings for place-based innovation in design and by design, because where people move, society changes, and where strangers meet change takes place.

Moving and Meeting in the Boston Metro

In a flying visit to Greater Boston, particular urban design themes related to the city of the future have become manifest once again. On the one hand, thoughts on infrastructure and public space need to be interrelated. People move in various ways, yet the faster they move (most likely by individual or collective transport), the less exchange between them will happen. Although highways and rail tracks increase accessibility and connectivity, and are of extreme importance for the metropolis, it is known that these bundles may cause barriers for those present locally, on both sides to meet and greet. The impact of the Central Artery tunnel project and Rose F. Kennedy greenway on the Boston downtown waterfront is a classic example in showing the importance of designing public places and creating walkable space in a dense urban development. Pedestrian spaces, preferably supported with undergoing public transit or smart hubs alike, is only not less space consuming, but also serves the gathering of people in a better way, hence it serves coincidental exchanges between them. The images of a ‘before’ and ‘after’ the dramatic transformation are a clear witness of this. The same is true in the recently developed business improvement districts. In a opposite way the surplus of fast lane infrastructure generated a lack of public place thus human exchange. The transit hubs of the North and South Station areas may be multi-layered centrality hubs which easily could follow the same strategy, yet here little of this is visible here. Current transformation may be just a first step in improving the stations’ premises. With their high potential in the public spheres, they will be definitively the next challenging urban transformation areas in need to be directed by the City. On the other hand, the City as the public government is not alone in this. Other non-gov stakeholders and pro-active citizens join in the urban development too. Historic Washington and Summer Street areas show what can be the impact collaborative improvements and community development. In fact every citizen has impact simply by being present in the city. People are the prime actors in the urban networks and physical systems. They make the urban space public. It is omnipresent when one would simply walk from School-Franklin, Bedford West, and Park Plaza to City Hall, and trace whatever they do and sense in the city. It adds another perspective to future intervention areas.

Integrated Mobility Challenges

Exploring Sustainable Urban Integration Approaches
in Future Metropolitan Areas

The Amsterdam Institute for Advanced Metropolitan Solutions (AMS), the Delft Deltas, Infrastructures & Mobility Initiative (DIMI), the University of Paris-Est and ARENA Architectural Research Network join Delft University of Technology in the organisation of the interdisciplinary 2018 Summer School: Integrated Mobility Challenges in Future Metropolitan Areas. This is a follow up of Making the Metropolis edition held in Amsterdam in August 2017 and the Stations of the Future event held in Paris in March 2018.

Integrated Mobility Challenges will explore interdisciplinary approaches towards a sustainable urban integration of rail-metro stations. At the main point of intersection between the railway and the city, stations are key elements of the organization of the intermodal transport but also catalysts of urban developments. The main question will be: which approaches and scenarios can be tested and applied to these intermodal nodes, particularly when dealing with lack of space and growing number of users? By using Amsterdam (case of Sloterdijk station area) as test-bed and design location you will exchange knowledge and apply different strategies of sustainable solutions.
